In the 1980s there was a concerted effort in the Anglican Communion to find ways of enabling the church to move away from an inward-focused mindset and out into the world to fulfill the Great Commission. This effort eventually coalesced around a commitment to reclaim the language of mission and subsequently in the naming of the Marks of Mission, a framework for ministry used widely throughout the Anglican Communion.

In 2010, under the banner of strategic plan Vision 2019, the Anglican Church of Canada endorsed a set of priorities that reflect the Marks of Mission as well as the goals, aspirations, and vision of local and regional communities across the country. These priorities include the commitment to develop a lay leadership that will participate in growing vital, intergenerational congregations over the next decade.
